As China's science and technology innovation sector expands overseas, Central and Eastern Europe is also embracing new opportunities for two-way cooperation. The year 2026 marks the 77th anniversary of the establishment of diplomatic relations between China and Romania. Bilateral trade has remained in the tens of billions, and Romania's location has made it an important gateway for Chinese enterprises entering the European market. On the afternoon of Aug. 25, with support from the Chaoyang District Commerce Bureau and the Administrative Committee of Chaoyang Park (Chaoyang District Science, Technology and Information Technology Bureau), a China-cooperation dialogue with a Romanian executive business delegation was successfully held at Chaoyang AI-Native Industrial Park (Wangjing Science Park). The high-level cross-border matchmaking event was an important initiative by the Chaoyang District Enterprise Globalization Empowerment Center (Northern Center), after its establishment in the park, to connect high-quality resources in Central and Eastern Europe and help local enterprises expand overseas.
Advancing international expansion and empowering enterprises to enter overseas markets have always been among the park's core priorities.
The park has devoted substantial efforts to developing the "Wangjing New Voyage" overseas expansion service system. Leveraging eight overseas liaison centers in Italy, the United Kingdom, Singapore and elsewhere, dedicated cross-border matchmaking events, and international science and technology innovation competitions, it has built a denser global network for collaboration in innovation resources. The park supports enterprises throughout their international development—from organizing in-person matchmaking between Chinese and foreign companies and helping them identify overseas partners, to advising on overseas market strategies, matching cross-border projects and preventing cross-border compliance risks—addressing the practical challenges they encounter while expanding abroad.
In March this year, Chaoyang District officially issued 16 Measures to Support the International Development of Enterprises, backed by dedicated support funds. The measures established a full-lifecycle policy support system for enterprises expanding overseas across four dimensions: improved services, professional empowerment, resource safeguards and risk prevention and control. As part of the district's plan to establish one empowerment center in the south and one in the north, the Chaoyang District Enterprise Globalization Empowerment Center (Northern Center) was established at Chaoyang AI-Native Industrial Park (Wangjing Science Park). It provides enterprises with one-stop, substantive services including guidance on outward direct investment (ODI) filings, professional internationalization consulting, organization of international exchange activities and cross-border project matchmaking, helping them develop the ambition, confidence and ability to go global.
The China-cooperation dialogue with the Romanian executive business delegation was organized by the Chaoyang District Enterprise Globalization Empowerment Center (Northern Center) and co-organized by China Beijing (Wangjing) Overseas Students Pioneer Park, the Romanian executive business delegation, and the Shenzhou Engine–KindKnow Going Abroad Platform.
The Romanian delegation brought together seasoned executives from private equity, finance and insurance, energy and real estate, strategic consulting and other fields. Many came from international firms such as KPMG and Bain and had access to local channels and investment and procurement resources. Eighteen high-quality Chinese enterprises attended, spanning such high-growth sectors as new energy, smart manufacturing, AI robotics, digital infrastructure, green mobility, digital healthcare and cross-border finance. With strong supply- and demand-side participants brought together, the discussions were lively.
At the start of the event, Sheng Xia, general manager of the Overseas Students Pioneer Park, delivered welcoming remarks, extending a warm welcome to the Romanian delegation, sharing the park's strengths in industrial clustering and international services, and inviting two-way cooperation. Park staff gave a detailed briefing on the park's industry-support policies and its measures to help overseas-educated professionals establish themselves locally and to support enterprises expanding abroad, clarifying pathways for Romanian technology and talent projects to connect with Beijing's innovation resources.
Wu Dalong, executive director of Shenzhou Engine and KindKnow Going Abroad and deputy secretary-general of the Silk Road International Alliance of Industry and Finance, explained in detail the global empowerment service system of the "Chaoyang Enterprises Going Global" platform. He pledged full-process follow-up support for the cooperation intentions generated at the event.
Wang Di, founder of Galaxy Innovation Group, moderated the Romanian delegation's presentations. Drawing on conditions in their home market, the Romanian representatives detailed the country's business environment, industrial gaps and urgent cooperation needs with China, giving the Chinese companies present a clear view of concrete opportunities in Central and Eastern Europe.
During the corporate roadshow, companies took the stage in turn to present targeted solutions closely aligned with local industrial pain points and actual market demand in Romania.
Companies in the digital economy and new-energy sectors presented photovoltaic modules, energy-storage equipment and integrated engineering, procurement and construction (EPC) capabilities in response to Romania's practical needs in its energy transition. In smart manufacturing and equipment, national-level specialized and sophisticated "little giant" enterprises presented complete solutions for intelligent production equipment, trenchless rehabilitation of urban pipelines, data-center infrastructure and municipal lighting, helping upgrade local traditional manufacturing and support urban renewal. In the people's well-being and smart-mobility segment, companies displayed all-terrain vehicles and various types of electric transport suited to local trends in green mobility and short-haul logistics. The AI and robotics segment highlighted cutting-edge core technologies including large-scale emotion models, humanoid robots and industrial automation. The trade and supply-chain segment focused on building cross-border distribution service channels and facilitating two-way trade in bulk commodities and agricultural products. The healthcare and financial-services segment covered medical-device supply, pet-health products and cross-border investment and financing consulting, strengthening the industrial support and capital safeguards needed to implement cross-border industrial projects.
The roadshow was followed by open networking and negotiations. Chinese and Romanian enterprises held one-on-one business talks and explored practical matters including technology deployment, channel expansion and investment cooperation. They reached a number of preliminary cooperation intentions, laying a foundation for subsequent project advancement.
A single matchmaking event is not the end, but the beginning of cooperation. The park's service team will next compile a complete list of cooperation intentions and a directory of enterprise resources, follow up on each prospective project, and continue to provide end-to-end support.
From policy support to platform building, and from system development to dedicated events—with "Wangjing New Voyage" as the sail and the Chaoyang District Enterprise Globalization Empowerment Center as the harbor.
The Administrative Committee of Chaoyang Park (Chaoyang District Science, Technology and Information Technology Bureau) will continue to build on the area's strengths in open innovation, make effective use of the enterprise-globalization empowerment platform, establish regular bridges for international industrial matchmaking, deepen science and technology innovation as well as economic and trade cooperation with Central and Eastern Europe and other overseas markets, comprehensively support local enterprises in expanding in international markets and pooling global resources, and empower the high-quality development of the district's digital economy and future industries through high-standard opening up.
