From September 6 to 12, the fifth research team of “Rooted in the Grassroots,” composed of young officials from the Ministry of Science and Technology (MOST), the Central and State Organs Work Committee of the Communist Party of China (CPC), the Ministry of Foreign Affairs, and the Ministry of Veterans Affairs, conducted research and practice activities themed “China-CEEC Cooperation in Science, Technology and Innovation” in Ningbo, Zhejiang Province and Nanjing, Jiangsu Province. The team attended the China-CEEC Conference on Innovation Cooperation on site, adhering to the principle of integrating science and technology diplomacy with grassroots practice and connecting international perspectives with frontline realities. The team carried out in-depth discussions and exchanges, field visits, and educational activities, ensuring the thematic research was carried out thoroughly and effectively.
This research coincided with the tenth anniversary of the China-CEEC cooperation mechanism. The team attended the entire China-CEEC Conference on Innovation Cooperation (co-hosted by the Ministry of Science and Technology of the People’s Republic of China and the Ministry of Economy of the Slovak Republic) held in Ningbo and Nanjing.
The team engaged in face-to-face exchanges with representatives from Slovakia, Serbia, Greece, Poland, the Czech Republic, Hungary, and other countries, gaining an in-depth understanding of the level of scientific and technological innovation in CEEC and the directions, priorities, and challenges in their science and technology cooperation with China. The team also summarized recommendations for deepening and advancing China-CEEC cooperation in science, technology and innovation.

During the grassroots field research phase, the team successively visited institutions and platforms including the China-CEEC Innovation Cooperation Research Center at Ningbo University of Technology (NBUT), Eastern Institute of Technology (EIT), Ningbo Yangming Industrial Technology Research Institute, and the Ningbo Institute of Dalian University of Technology. The team gained a detailed understanding of practical explorations in fostering research institutions and enterprises as innovation entities, achieving self-reliance and controllability of industrial chains, commercializing scientific and technological achievements, and developing new quality productive forces. In Nanjing, the team accompanied foreign guests from CEEC on visits to seven universities and research institutions, including Nanjing University of Science and Technology (NJUST), Southeast University (SEU), and Nanjing University (NJU). They gained a firsthand understanding of innovation progress in fields such as sustainable water resources, new materials, biomedicine, artificial intelligence, and smart agriculture, and directly experienced practical pathways and key bottlenecks in the interconnected and integrated development of the innovation, industrial, and talent chains in international science and technology cooperation.
