Premier Li Keqiang Attends the Third Economic and Trade Forum between China and Central and Eastern European Countries

On the morning of November 26, 2013 (local time), Premier Li Keqiang of the State Council, together with prime ministers of 13 Central and Eastern European (CEE) countries including Romania, attended the Third Economic and Trade Forum between China and CEE Countries in Bucharest, Romania.
Li Keqiang said that the traditional friendship between China and CEE countries has a deep root. China and CEE countries are all emerging markets at a similar stage of development and all facing the urgent task of transformation, innovation and competitiveness enhancement. There are great opportunities and tremendous potentials for the two sides to work with each other. The trade between the two sides has withstood the impact of the international financial crisis and the European debt crisis and the pragmatic cooperation is showing strong vigor and vitality. Against the context of the profound and complex changes in the world economic situation, the two sides should broadly explore new initiatives to deepen pragmatic cooperation, expand the convergence of common interests, pursue all-round, wide-ranging, multi-tiered and mutually-beneficial cooperation and achieve mutual benefit and common development.
Li Keqiang put forward a three-point proposal:
First, to double the trade volume within five years. To set 2014 as the year for the promotion of cooperation, investment, economy and trade between China and CEE countries. China will host the ministerial roundtable for the economic and trade cooperation between China and CEE countries, the commodity fair for CEE countries, the forum on agriculture trade cooperation and other activities for the rapid growth of mutual trade. China is willing to increase imports of competitive products from Central and Eastern Europe and expand the travel of Chinese citizens to CEE countries.
Second, to co-construct a group of big infrastructure projects. To combine the advantages of China in having a relatively mature, complete equipment manufacturing industry with the needs of CEE countries for infrastructure upgrade, strengthen cooperation in such areas as high-speed and ordinary railway, nuclear power and other powers, roads, ports, and telecommunications and expand the scale and upgrade the level of pragmatic cooperation. To give full play to the role of special loans and make good use of the $10 billion special loan for China-CEE cooperation and China-CEE Investment Cooperation Fund (ICF). To encourage financial institutions to establish branches in each other and expand the currency swap and currency settlement agreement.
Third, to actively expand two-way corporate investment. To discuss the signing of industry investment framework agreement, discuss the establishment of China-CEE platform for the exchange and cooperation between SMEs, and hold seminars on policies promoting SME investment. Governments should create conditions; companies need to have pioneering and innovative thinking; think tanks, trade associations, and media should play their own unique roles so as to jointly enable China-CEE cooperation to run faster, longer and steadier.
Li Keqiang pointed out that China cannot develop without the cooperation of countries in the world while the prosperity and stability of the world also needs a developing and progressing China. In the context of the sluggish global economic recovery and the increasing downward pressure of the domestic economy this year, we stayed calm and insisted on making progress while ensuring stability. We accelerated the pace of streamlining administration and instituting decentralization while maintaining the economic operations within a reasonable range. We strived to stimulate market dynamics and entrepreneurial creativity and give a better play to the role of private investment. With the measures in place, the Chinese economy enjoyed steady growth and maintained good momentum. We have the full confidence that we are able to reach the expected key indicators for economic and social development for the whole year and lay a good foundation for economic development next year. The recently-held Third Plenary Session of the 18th CPC Central Committee made arrangements for the deepening of all-round reform in China. China will open wider in the process of deepening reform in all-round manner and will properly handle the relationship between government and market. We will let market play a decisive role in the allocation of resources, better play the role of government and strive to achieve more efficient, more equitable, more sustainable development and build a solid foundation for the completion of building a moderately prosperous society and the realization of the Chinese dream of achieving the great rejuvenation of the Chinese nation. China is willing to share with the world and Europe the opportunities for common development. As long as we follow the principles of mutual benefit, common development, mutual respect, equality, China-Europe cooperation and moving toward the same direction, the road of cooperation between China and CEE countries will become broader and broader, the outcome will be more and more fruitful and the prospects will be more and more beautiful.
Romanian Prime Minister Victor Ponta said in his speech at the forum that the economic and trade cooperation between CEE countries and China was productive and has laid a solid foundation for the development of bilateral relations. CEE countries will continue to improve the investment environment, further enhance the partnership with China and expand mutually beneficial cooperation for sustainable development of both sides. CEE-China cooperation is an important part of the Europe-China relations and is conducive to the development of a strong Europe and to the development of Europe-China relations. Both sides should seize the opportunity, respect and learn from each other, and join hand to upgrade CEE-China cooperation and Europe-China relations to new levels.
