The 5th China-CEEC Investment Cooperation Meeting Held in Ningbo

On June 8, 2019, the 5th China-CEEC (Central and Eastern European Countries) Investment Cooperation Meeting (hereinafter referred to as the meeting) was successfully held in Ningbo. The meeting was hosted by the Ministry of Commerce of the People's Republic of China and the People's Government of Zhejiang Province and co-organized by the Investment Promotion Agency of the Ministry of Commerce, the Ningbo Municipal People's Government and the Department of Commerce of Zhejiang. It was an important investment promotion event during the 1st China-CEEC Expo & International Consumer Goods meeting.

Themed on “Innovation·Opening·Building a New Platform for Investment Cooperation”, this meeting aims to: promote the China-CEEC investment cooperation of the Belt and Road Initiative in the new era, deepen and implement the Dubrovnik Guidelines for Cooperation between China and Central and Eastern European Countries; pay attention to the needs of Chinese enterprises in foreign investment cooperation; focus on the investment environment and key projects of Central and Eastern European countries; facilitate Chinese enterprises' foreign investment; build a professional pragmatic and efficient cross-border industrial investment promotion platform; deepen cooperation among all parties and achieve mutual benefits and win-win. Attending were nearly 400 people from investment promotion agencies and enterprises from 10 Central and Eastern European countries including Bosnia and Herzegovina, Czech, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovenia, and Slovakia, as well as government departments, investment promotion agencies, parks and enterprises in domestic provinces and cities.

Vice Governor of Zhejiang Provincial People's Government Zhu Congjiu, Director of the Investment Promotion Agency Liu Dianxun, Deputy Prime Minister of Slovakia Richard Rasi, Lithuanian Minister of Economy and Innovation Virginijus Sinkevičius, Czech Deputy Minister of Industry and Trade Vladimir Bartl, Romanian State Secretary of the Ministry of Business Environment, Trade and Entrepreneurship Gabriela Voicila, Deputy State Secretary of the Ministry of Economics of Latvia Valantis attended the meeting and delivered speeches. Deputy Director of the Institute of European Studies of Chinese Academy of Social Sciences Chen Xin, Deputy Governor of the Zhejiang Branch of Bank of China Yu Qun, and Vice General Manager of HBIS Group Liu Jian and representative of Wanhua Chemical Nie Huiqiang gave speeches respectively. The main forum was hosted by Shen Min, deputy mayor of Ningbo.


Director Liu Dianxun pointed out in his speech that this year marks the 70th anniversary of the founding of the People's Republic of China and the 70th anniversary of the establishment of diplomatic relations between China and some Central and Eastern European countries. In the past 70 years, the friendly cooperation between China and Central and Eastern European countries has made rapid progress. President Xi Jinping pointed out that since its beginning, the China-CEEC cooperation has formed an all-round, wide-rang and multi-level cooperation landscape and opened up a new way for the development of China's relations with the traditionally friendly countries. Not long ago, Premier Li Keqiang attended the 8th Summit of Central and Eastern European Countries & China in Croatia, which injected new impetus into cooperation between China and Central and Eastern European countries. As Greece joins the "friend circle" of China-CEEC cooperation, the "16+1 cooperation" officially expanded to "17+1 cooperation." This meeting is a specific step to implement the “17+1 cooperation” in the investment field. Next, on the basis of continuing to support the European integration, China is willing to deepen economic and trade cooperation with Central and Eastern European countries, strengthen the synergy between the Belt and Road Initiative and the development strategies of Central and Eastern European countries, and make use of the China-CEEC economic and trade forums and the Ministerial Conference on Promoting Trade and Economic Cooperation and the China-CEEC Expo to promote mutual benefits and common development.


This meeting launched 143 investment cooperation projects mainly in agriculture, energy, infrastructure, electronic information, tourism, automobile, and logistics. They are launched by the Central and Eastern European countries for Chinese enterprises this year. The meeting set up a specific negotiation area for each participating country. Representatives of Chinese parks, enterprises and institutions, and investment promotion agencies and enterprises from Central and Eastern European countries conduct free talks and interactions on the development potential, market conditions, preferential policies and key projects and cooperation opportunities of relevant regions and industries. It also set up a consulting area of professional institutions. Representatives of the Import and Expo Bank of China, China Development Bank, China Export & Credit Insurance Corporation, PICC, Jiangtai Insurance Brokers Co.,Ltd., Bank of China, Bank of China Insurance, Yingke Vensco, Morning Whistle Group and Ernst & Young provide professional, systematic and comprehensive consulting services to the Chinese enterprises with the intention of “going global” so that they can enjoy information services in one-stop financing, insurance, and consulting while negotiating projects.
