On September 24, 2026, H.E. Ms. Dai Qingli, Chinese Ambassador to Bulgaria, was invited to deliver a lecture at Bulgaria’s top military academy, the Rakovski National Defence College. Participants included college president Prokopiev, experts, scholars and representatives of the strategic studies course.

Ambassador Dai stated that, with a view to the profound changes unseen in a century, President Xi Jinping has successively proposed the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative and the Global Governance Initiative. The Four Global Initiatives have distinct focuses and reinforce one another, providing an important underpinning for building a community with a shared future for mankind. This year, the Four Global Initiatives were, for the first time, written into the report of the UN Human Rights Council, reflecting the broad international support and high recognition they have received. China will remain steadfast as a builder of world peace, a contributor to global development, a defender of the international order and a provider of public goods. During the Q&A session, Ambassador Dai answered questions on China’s objectives and impartial positions on international issues and its defensive national defence policy, and the discussion was active and constructive.
After the lecture, Ambassador Dai, on behalf of the embassy, donated to the college Bulgarian-language copies of Xi Jinping’s works including The Governance of China and other books.
