Work Plan on Cultural Cooperation

between the Ministry of Culture and Tourism of the People’s Republic of China

and the Ministry of Human Capacities of Hungary

for the period 2020–2024

Based on the Agreement on cultural, scientific and educational cooperation, established between and signed by the Government of the People’s Republic of China and the Government of the People’s Republic of Hungary on 17 June 1987, and in order to strengthen the friendship between the Chinese people and the Hungarian people and promote cultural relations between the two countries, the Ministry of Culture and Tourism of the People’s Republic of China and the Ministry of Human Capacities of Hungary (hereinafter referred to each as the ”Participant” and together as the “Participants”) have worked out a cooperation plan on cultural cooperation and its extension (hereinafter the “Work Plan”) for the period 2020–2024.

I. GENERAL OBJECTIVES

Within the framework of the Work Plan, the Participants will promote direct cooperation between the cultural and artistic professionals, their professional organizations and creative associations in the field of literature, theatrical, fine and applied arts, and the book editing and publishing profession, musical, cinematic and video arts, photography, design, animation, folk arts, dance and circus arts.

The Participants will mutually promote direct relations between the actors of cultural life, the implementation of their long-term, concrete, and market-based cooperation projects and the establishment of sponsoring channels necessary therefor in both countries.

The Participants will encourage and support the exchange of cultural professionals and delegations beyond the scope of the Work Plan. The competent institutions will agree directly on the conditions of sending and receiving such professionals and delegations.

II. CULTURAL EXCHANGE PROGRAMMES, COOPERATION IN THE FIELD OF PERFORMING ARTS

II.1. During the time scope of the Work Plan, both Participants will send a cultural government delegation of five (5) persons, respectively, to the country of the other Participant, for not more than five (5) days.

II.2. The Participants will promote and facilitate mutual invitation of each other’s artists, creative and cultural professionals to theatrical, circus and dance artistic, as well as musical festivals and competitions to be organised in their countries and to other international cultural and artistic events.

With the financial provisions of this Work Plan taken into account, the Chinese Participant welcomes the Hungarian Participant at the following international artistic festivals:

1.   Meet in Beijing International Arts Festival (Beijing)

2.   China International Folk Art Festival

3.   China Children's Theatre Festival (Beijing)

4.   Silk Road International Arts Festival (Xi’an)

5.   China Xinjiang International Folk Dance Festival (Urumqi)

6.   Cultural Week of China-Eurasia Expo (Urumqi)

7.   China International Chorus Festival

With the financial provisions of this Work Plan taken into account, the Hungarian Participant welcomes the Chinese Participant at the following international artistic festivals:

1. Festival of Folk Arts and Crafts,

2. Budapest Spring Festival,

3. CAFe Budapest Contemporary Arts Festival (Budapest Autumn Festival),

4. Szombathely International Béla Bartók Seminar and Festival,

5. Budapest International Music Competition,

6. Debrecen Béla Bartók International Choir Competition and Folklore Festival,

7. Budapest International Choir Competition and Festival,

8. Budapest Dance Festival,

9. SzólóDuó International Dance Festival (Budapest),

10. Budapest International Circus Festival 

11. MITEM Imre Madách International Theatre Meeting

II.3. During the time scope of the Work Plan, with the financial provisions of this Work Plan taken into account, the Participants will receive a performing arts ensemble of the country of the other Participant, comprising not more than 40 persons, for 10 days.

II.4. The Participants will enhance their cooperation in the field of circus arts. During the time scope of the Work Plan, they will mutually send and receive an acrobat artists’ group to and from the other country and will create joint productions.

II.5. The Participants encourage the involvement of professional organisations in the system of cultural relations existing between the two countries.

II.6. During the time scope of the Work Plan and with the financial provisions of this Work Plan taken into account, the Participants will organise one (1) temporary exhibition for at least a two-week period in the country of the other Participant with the participation of two (2) exhibition professionals delegated by the sending Participant. The Participants will hold preliminaryconsultations through diplomatic channels in order to ensure the host country’s consent to the organisation of the exhibition and to determine the necessary conditions.

II.7. The Participants will promote the establishment of relations between the China National Arts Fund and the Hungarian artistic foundation institutions and will enhance cooperation between the two countries in the field of arts.

III. LITERARY, LIBRARY AND BOOK PUBLISHING COOPERATION

III.1. The Participants will support and expedite cooperation between the writers’ associations of the two countries and will mutually receive a delegation from the writers’ association of the other Participant consisting of six (6) persons, respectively, on one occasion, for not more than six (6) days during the time scope of the Work Plan. The Chinese Writers’ Association will invite, according to its possibilities, Hungarian writers and sinologists to literary events to be organised in China.

III.2. The Participants will support and further the translation of their literary works into each other’s language. Based on reciprocity and a jointly determined book list, the Participants will receive a delegation consisting of two (2) literary translators, respectively, for a period of one week during the time scope of the Work Plan. The organisation of the delegation’s visit will be coordinated by the book publishing institutions of the two countries.

III.3. The Participants will promote and further exchange relations and professional cooperation between the book publishing institutions. During the time scope of the Work Plan, both Participants will send a book publishing delegation of six (6) persons, respectively, to the country of the other Participant for five (5) days.

III.4. The Participants will expedite and support the participation of book publishers of the country of the other Participant in the international book fairs organised in their respective countries. The Chinese Participant will participate in the Budapest International Book Fair. The Hungarian Participant will preferably participate in the Beijing International Book Fair.

III.5. The Participants will support direct scientific and professional cooperation between the libraries of the two countries, the national libraries in particular, mainly through exhibitions, cultural history research, exchange of information concerning the history of the two countries and copies of archived documents, as well as in the field of technologies and IT developments and applications and their use in libraries. Furthermore, the Participants will promote cooperation and organisation of conferences in the framework of the China–CEEC Libraries Union.

III.6. The Chinese Participant undertakes to ensure publicity to the professional and literary, musical and linguistic works submitted by the Hungarian Participant, in a library of the Chinese capital.

III.7. The National Foreign Language Library of Hungary undertakes to ensure nation-wide publicity to professional, literary, musical history and language history documents and publications provided to it by the Chinese Participant. Thus, it will assist Chinese citizens living in Hungary to gain knowledge and information in their mother tongue, as well as promote Chinese culture in Hungary.

IV. COOPERATION IN THE FIELD OF MUSEOLOGY

IV.1. The Participants will encourage exchange and professional cooperation concerning museology and, in this context, facilitate the exchange of professionals, cultural goods, and digital data repositories between the museums of the two countries, as well as examine the possibility of mutually organising exhibitions. Concrete coordination will be performed by the public collections involved in the preparation of the exhibition.

IV.2. Delegations consisting of museology experts will be exchanged between the National Museum of China, the Palace Museum of Beijing, other Chinese museums, and the Hungarian National Museumduring the time scope of the Work Plan in order to pursue organisational and preparatory negotiations for the exchanges of exhibitions, as well as to exchange culturalrelics and museology-related experience. The visits arranged on a reciprocal basis will be coordinated directly by the concerned institutions. The Participants will endeavour to mutually support each other in organising exhibitions.

IV.3. The Participants will facilitate the establishment of a direct professional relationship between the Beijing and Shanghai Lu Hsün Museums and the Petőfi Literary Museum of Hungary. The Petőfi Literary Museum will assist the Chinese researchers and literary translators of the works of Sándor Petőfi in their activities.

IV.4. Within their competence, the Participants will endeavour to promote cooperation between the Palace Museum of Beijing and other Chinese museums and the Museum of Applied Arts, the Museum of Fine Arts, the Ferenc Hopp Asian Arts Museum of Hungary.

IV.5. According to their respective capabilities, the Participants will encourage and facilitate the visit of Chinese creative artists to Hungary under the framework of the resident student programme of the Ludwig Museum – Contemporary Art Museum. The Participants also encourage the study visits ofHungarianartists to China.

IV.6. The Participants will mutually facilitate the establishment of a Chinese–Hungarian project to be implemented in cooperation of the Beijing Theatre Association, the Chinese Theatre Association,the Chinese Centre of ITI., Petőfi Literary Museum, and the National Theatre History Museum and Institute (hereinafter the “OSZMI”), which provides opportunity for translating Chinesecontemporary theatrical plays into Hungarian and for presenting Chinese puppets in the collection of OSZMI and other institutions. The Participants also encourage the translation and presentation of Hungarian theatrical plays in China.

IV.7. The Participants intend to promote the presentation of a future Hungarian exchange exhibition in China, which will be hosted by the National Museum of China. The Participants will conduct the negotiation of the exchange of the exhibition through their competent institutions of professional partnerships.

V. COOPERATION IN THE FIELD OF TELEVISION AND FILM ARTS AND PRODUCTION

V.1. The Participants will encourage and support cooperation in the field of cinematic art. In this spirit, the Participants will encourage and foster cooperation between the Chinese State Administration of Film and the Hungarian National Film Fund.

V.2. On one occasion during the time scope of the Work Plan, the Participants will support the organisation of a Hungarian and a Chinese film week, respectively, in the country of the other Participant. The concerned institutions and organisations will agree on the detailed conditions between each other.

V.3. The Participants will encourage the participation of film professionals, film producers and film distributors in state-organised  movie events and festivals of each other.

VI. COOPERATION IN THE FIELD OF CULTURAL EDUCATION

VI.1. The Participants will encourage exchange and professional cooperation in the field of amateur and folk arts, including, in particular:

- workshops for the joint introduction of amateur and folk artists and their creative communities, joint works and productions;

- professional cooperation in relation to the preservation of intellectual cultural heritage, and the exchange of experiences of communities preserving the heritage and organisations responsible for their support;

- exchange of experiences of professional organisations supporting the out-of-school, self-motivated, self-educating, cognitive, culture or education-centred and creative activities of the public;

- the participation of amateur or folk artists in exhibitions, festivals, and fairs preserving intellectual cultural heritage.

VI.2. The Participants will encourage the cooperation in the field of protection of cultural heritage, joint archaeology, information sharing, academic exchanges, and personnel training, and explore the possibility of signing the agreement on preventing smuggling of cultural goods between the two countries.

VII. COOPERATION IN THE FIELD OF APPLIED ARTS

VII.1. The Participants will actively promote exchange andcooperation in the field of cultural industry.

VII.2. The Participants will facilitate the exchange of professional experiences between organisations initiating settlement-level and regional development processes, including the development of cultural tourism and the creative industry, as well as other culture-based developments.

VIII. cooperation in the field of archives

The Participants will support scientific and professional cooperation between the archives of the two countries based on direct agreements, with special regard to access to documents kept in those archives, exchange of professional experiences related to the archivist profession and exchange of publications, sharing of information related to historical sources concerning the history of the two countries, and exchange of copies of documents kept in the archives.

IX. GENERAL PROVISIONS

IX.1. In the case of receiving delegations as provided for in the Work Plan, the sending Participant will inform the receiving Participant not later than two (2) months prior to the arrival of the delegates about the composition of the delegation, the personal data of the delegates, any requests related to the visit, and the language(s) to be used in the course of the negotiations. The receiving Participant will provide its reply within one (1) month after the receipt of the afore-mentioned information.

IX.2. The sending Participant will communicate, after having received the confirmation on the reception and at least two (2) weeks prior to the arrival of the delegation, the exact date and time of the arrival and departure and the flight number to the receiving Participant.

IX.3. In case of visits of performing art ensembles, the sending Participant will forward the necessary marketing and publicity material and the draft programme to the receiving Participant at least two (2) months prior to the arrival of the ensemble.

X. FINANCIAL PROVISIONS

X.1. In connection with the exchange of delegations, professionals, and performing art ensembles, foreseen in the Work Plan, the sending Participant will bear the costs of international travel of the delegates, as well as the costs of transport and insurance of their personal luggage (including the artists’ fit-ups, props, costumes, musical instruments, etc.).

X.2. In the case of exchange of delegations, professionals, and performing art ensembles, foreseen in the Work Plan, the receiving Participant will ensure and bear the costs of accommodation and meals of at least three (3)-star quality category, travel within the country in connection with the implementation of the coordinated programmes, an interpreter, and eligibility to receive medical care in emergency cases.

X.3. The costs of transport by post of press items, professional material, leaflets and publicity material, etc. to be sent in order to implement the programmes foreseen in the Work Plan will be borne by the sending Participant. In case of organisation of film weeks, the costs incurred in relation to the transport of the prints or carriers of cinematographic works will be borne – in accordance with the usual practice – by the sending Participant.

X.4. The Participants will decide jointly on the financial measures on a case-by-case basis, with covering the costs of other cooperation actions to be implemented under this Work Plan but not mentioned above with the available financial funds and other resources taken into account.

XI. TIME SCOPE AND VALIDITY OF THE WORK PLAN

This Work Plan will come into effect on the day of its signing and continue to have effect until 31 December 2024. Either Participant may terminate the Work Plan through a written notice six (6) months prior to the intended date of termination.

Should either Participant deem it necessary during the implementation of this Work Plan to modify or supplement its current provisions, the Participants will conduct negotiations about it in writing. Any modification thereby coordinated will constitute an integral part of the Work Plan.

Any dispute that may arise between the Participants concerning the interpretation or implementation of this Work Plan will be settled through negotiations. This Work Plan does not constitute an international treaty and hence generates no rights and obligations under international law.

Done in …………., on ………………. 2020 in two originals each in the Chinese, Hungarian, and English languages, all texts being equally valid. In the event of any divergence of interpretation, the English version will prevail.
